well, ascii art it's not only simple cows from cowsay, it's possible to draw art which would look really nice and cute with ascii only
sjis gives more characters though and for text art more characters means more freedom, especially for small art, the bigger art the less difference with what it was drawn
and then there is a lot of active sjis artists on japanese chans so it's easier to find a pretty art in sjis than in ascii
