No. You can do one of the following though:
1. Get picked up by a US based startup. Suck their dick and maybe they'll go through the trouble of getting you a Visa, if you are eligible.
2. Try your luck somewhere else. There are startup scenes in Berlin, and London too however they differ a lot from the bay area startup scene.
3. Actually bootstrap your startup. I mean, most startups are web based and could easily be bootstrapped using personal capital and small investments or through crowd sourcing or whatever else. Of course you won't get to pay yourself 100K/year and blow all your VC's money but if you do that, your reputation is fucked.
