You've confused race with culture; those with roots in a particular geographic region for very long periods of time tend to know all the ins and outs of living there. Things like, surviving winter, has little to do with, whiteness, or race, and has more to do with the continuity generations living in that particular region and knowledge and experience that was kept and shared.
