Where to start

I'm still (very) new to programming, learning java and python atm. Howrver there is one thing I totally fail at: starting a code. I never know how I should start a code. How should I know I am supposed to use this argument and make an ArrayList etc.. So how do you guys know how to start a code? Should I just continue learning becase my skill level is too low, or are there some hints and tips?
