Depends on the situation. Obviously Uncle Bill raping his niece to get the
HOTTEST POASTING on alt.binaries.videos.weirdos is at fault and deserves to go to prison. However many parents are just like, "Hey Sara. Some men want to take photographs of you. You may not understand now, but some grown-ups will like these photographs and we will get a lot of money for it." In fact this was perfectly legal in many countries in the 70s (Germany in particular) and Lolita magazines were sold in ordinary newsagents.
I think the massive distributors should be arrested, but pedophiles should be free to share existing material among themselves. After all it already exists and does no more harm, and pedophilia is a recognized disorder. This would be like anger management or weaning people off drugs. Maybe do some more research and see whether CP turns people into child molesters. Since heterosexual porn doesn't turn people into rapists, I'd wager it doesn't.
