I don't write games. I half assedly try to write game engines, and then stop halfway through, only to come back at it a few months later and have no idea what I was trying to do....

It sounds like you might accomplish more by storing everything in plain text and using a standard "get token, find token, read plain text, output plain text" algorithm.  It'll be slower than pushing all the text into the source file but, given what you're doing, that shouldn't be a major issue.  It will also make the decision tree logic less broken up and easier to write; and perhaps part of it reusable with little need for modification.
