If you pick randomly paper, it must be countered by scissors which would make the flow of the game fixed at the point of choice(assuming rational choice) thus removing any chance beyond the initial paper choice.
Such thing often occur in depth searches on chess positions, where there is long series of forcing moves which only have one choice.

I think you may have flawed logic, the best strategy in (Rock, Paper, Scissors) RPS is to pick as randomly as possible lest your opponent discover a pattern in your play. This would not only become a game of chance but one of as much chance as possible.

Put the chance and community chest cards in a predetermined and known to all order.
For each roll of the dice, the current player must play a game of Go against an opponent, chosen by rotation. The winner may choose any configuration of the dice. Games played while in jail are done with a handicap.

Variables outside of game play must be incorporated somehow. Here is an idea: -

Map the current housing market prices to a board and allow the players to chose a limited reign over a region of the map, asynchronous play might be possible, any profits or looses accrued can be reflected in region ownership.

Strategy is determined by adjusting focus of ownership/breadth of ownership/rates of growth/trading prowess.

Winner is that with largest profit.
