Dynamic web content

I want to setup a website with focus on dynamic content.

I'm therefore searching for a web framework, or whatever else that allows for dynamic content that meets all the below requirements.

* implemented in Java or Perl
* easily scalable
* easy MySQL interface
* very well documented -- very important
* not very bloated (I don't want more than basic database CRUD, and search and maybe ability to stream live video)
* secure (relative to others)
