Emacs tabbar mode

How do I configure the Emacs tabbar mode to always show the tab bar instead of having it disappear every time there's only one tab? Also, what fucking cunt decided that was good UI design?

I'd rather use any other editor except Emacs has a pretty good VHDL editing mode. Sucks balls for everything else though.
