Good file and web host?

Ideally not very expensive. Allows for Perl/CGI and MySQL. Linux based though I think I could handle an BSD server too.

Doesn't seem like a good idea.

First and foremost upload bandwidth is very slow because of ADSL.

Secondly I doubt that my hardware is more stable than any commercial web host.

Thirdly it would be about $20 (electricity alone assuming my hardware does not consume more than 100Wh) per month whereas I can rent a decent server at about $12 per month and they go as low as $5 per month.

That said, 100W-hrs for $20 is ridiculous, and OP should burn down his utility provider, if it's really the case, but I suspect he's smoking as much crack as you.
