Why was it created in first place and kept in the C standard until now?

You completely miss the point of C. C is great precisely because most of its behaviour is undefined. It is only a more portable and convenient version of CPU assemblers.
If you want something well specified, standardized, and bundled with a complete standard library, go for a higher-level language.
