Both do what they're meant to do well, but I choose Emacs.
Emacs Lisp sucks, and only recently they added lexical scope to it. I'd prefer an actively developed CL/Scheme Emacs.

notepad2 here, I find vi/vim/emacs too complex to just writing code. They could be useful for literature or something in the publishing industry...well if they suddenly abandon everything in favor of plain text files.

I use vim. The feature I take advantage the most of is recording macros with the q command and then doing things like deleting two spaces and replacing {'s with ;'s on 16 lines, and other really specific things.
Think of emacs as an awesome lisp repl instead of an editor. I love how people cum over shit like the factor listener, poshconsole, and termkit when that shit is old hat in emacs.

You're right, when you hold it to such a low standard (typical lisp repl doesn't even have line editing, much less history), it doesn't seem like such a pile of crap.
