DirectX SDK error code S1001

this error that states : This setup executable has not been packed with files and settings. Please use PACKER tool to build this executable

I'm trying to set up Visual Studios 2008 C++ to work with Torque 3D

Naughty Dog used Lisp to make their PS2 games. They also made Uncharted 2. Do you think you know better than a top tier studio? I thought not. So use Lisp from now on.
