DirectX SDK error code S1001

this error that states : This setup executable has not been packed with files and settings. Please use PACKER tool to build this executable

I'm trying to set up Visual Studios 2008 C++ to work with Torque 3D

well i just got hired at a company and when i inquired about which language we will be using, the CEO said to download torque and make a little level with C++. I cannot continue because i cannot install DirectX Feb edition so its causing me a lot of strife

the last time i used C++ was like two years ago and i couldnt keep on it because of school ><
