OP question does not compute... There's no probability when no relevant data is given. "No probability" does not mean 0%. It means you CAN'T KNOW the probability.
This question is absurd because any string that consists of only digits and the letters A-F (case-insensitive) can be converted to a base-16 number. Whether it was actually meant to denote one or not is impossible to know just by this.
