The same reason why people engage in risky behaviour such as taking drugs, piercings and wreckless endangerment (bravery/stupidity) - to convey fitness. Surviving genital mutilation shows beyond reasonable doubt, that the circumcised person is strong and fit enough to survive such a trauma and is therefore a superior candidate for offspring compared to a lesser person that hasn't tested their fitness with such an act.
