window managers

could /prog/ create a minimalist tiling window manager that has an infinite 'canvas' which is viewed through a screen-sized view-port; where the view port can zoom in or out of the canvas, with a sloppy mouse focus?

I was Emacs could actually be my OS/WM ;_;
