Hello fellas I have questions. Is there such thing as a pre loading animated gif player for a web site so the gif plays as it should and isnt choppy while it slowly loads?

Oh! Mind pointing out what specification deals with tabs, and specifically how they shouldn't alter the playback of gifs when you switch between them?
