Ive seen the quoting style of using 2 backticks (``) in front with regular double quotes on the end of something being quoted. Im assuming this is from K&R, but does anyone know where that originates from and if there is any practical reason for it?

I disagree is why. ``Faggot quotes'' are ugly (undesirable), but they're also distinctive (desirable). Less desirable than ugliness is ``meta-U-somethingsomethingsomethingsomething'' (enclosed in faggot quotes to emphasize faggotry--as always).
Most desirable is to treat extracodeblock faggot quotes as BBCode, and in a small way I am part of that solution by perpetuating ``faggot quotes''.
