if i put that into notepad and save it as a .reg and then run it... wtf will happen?

If you want to spend the extra time making sure it's useful, click start, type "regedit" in the little text box, open regedit, navigate to the locations you specified (eg HKEY_CURRENT_USER\Software\Classes\.exe) and post the values here.
