I'd just like to interject for a moment. What you're referring to as moot, is in fact, 4chan/moot, or as I've recently taken to calling it, 4chan plus moot. moot is not an administrator unto itself, but rather another free component of a fully functioning 4chan system made useful by the 4chan image support, comment box and vital system components comprising a full Image board as defined by Webster.
Many computer users browse modified version of the Futaba channel every day, without realizing it. Through a peculiar turn of events, the version of administrator which is widely used today is often called moot, and many of its users are not aware that it basically the Futaba channel admin, developed by the 4chan Project.
There really is a moot, and these people are being monitored by it, but it is just a part of the system they use. moot is the founder: the person in the basement that allocates the machine's resources to the trolls that you rage over. The administrator is an essential part of an Image board, but useless by itself; it can only function in the context of a complete Image board. moot is normally used in combination with the 4chan Image borad; the whole system is basically 4chan with moot added, or 4chan/moot. All the so-called moot threads are really threads of 4chan/moot.
