Lately I've been seeing a lot of non-/prog/ related material on /prog/, let's look at the current threads:
0. Status of /prog/ - pointless meta-thread that should have never been made to begin with.
1. PS3 - typical /v/ trolling thread, some fag keeps posting TV Tropes links
2. LISP Considered Harmful - someone tries to troll Lispers by posting a known Lisper's post which only shows some good parts of Lisp, this is either a failed troll, or a clever meta-troll.
3. HACKED - /g/-level troll thread
4. Innovative and groundbreaking game - /b/,/g/ level "programming" thread
5. Lain - pointless anime thread, but slightly /prog/-related, bumped again by that TV Tropes poster.
6. <prog.h> - thread which attempted to get /prog/riders to write a C program, line by line, post by post, but someone ended up spamming hundreds of pages of horrible fanfiction to it, making it likely the longest thread on /prog/.
7. OPEN SOURCE MYTHBUSTERS - /g/-level license trolling thread
8. image matching, detect redundant thumbnails - newbie asking for help on a trivial problem
9. FORTRAN - 2 posts.
10. Secret TVtropes page - not /prog/-related thread, belongs in /b/?
11. Moving files/directories in Common Lisp - someone asks a sensible question, but mostly simple to answer question regarding moving directories across drives portably, thread gets trolled into the ground, OP doesn't get the answer he's looking for
12. delicious kopipe - /g/ trolling thread
13. Brainfuck - yet another Brainfuck compiler thread, but at least it's /prog/-related
14. Kaleidoscope - I don't even know what this is, but it seems /jp/-related, and somehow it devolved into UMH trolling
15. Point in Polygon? - Someone asks for help with some graphics/geometry problem, gets an answer. /prog/-related.
16. This truly is the /b/ of programming forums - troll thread ressurected by some necromancer.
17. php help - /pr/-quality thread
18. Best Free Anti-virus Software - /g/-quality thread

Of the first 18 threads on the front page, 6 are /prog/-related, from those 6, only 3 are non-troll threads or have not devolved into trolling. Our PSNR is quite low ;_;

I don't have any programming questions, as I'm able to answer most of them by googling, looking up documentation and thinking for myself

Sums it up well. The last 3 programming questions I had, even Stackoverflow failed to find an answer because they were questions that there were no answers for. I did did ask one architecture question at /prog/ (which actually elicited some reasonable answers), but those are difficult to explain, and usually requires an understanding of the framework in question.

Perhaps however /prog/ should move into requirements engineering. Requirements should be vote-able with change tracked wiki-editing. Each requirement has a unique id that doesn't change. That should give us a good start into total anarchy.
