Quotation guideline

I'm noticing that prog posters differ in the use of an extra newline after quoting a previous poster. I propose a standardized method of quoting, which we should attempt to come to some sort of agreement on, arguing for and against.

is much less readable than:
>>20
what the hell are you snorting?
