wireless in some distro

In some distros like debian you can do all the wireless-related stuff using iwconfig. On many other distro, the same command you used on debian will be ignored, expecially if nm-applet and friends have been activated. Also if you kill nm-applet something still prevents me from doing whatever I want using my preferred command line tool. What's wrong?
