Webpage design

So after learning HTML/JavaScript/CSS/etc. and being familiar with  how to use them, how can I learn to format pages so they actually look nice?

Remember the 7 features of a well-designed GUI:
* Clear
* Concise
* Familiar
* Consistent
* Attractive
* Efficient
* Forgiveness (undo capabilities)
