how would i go about making a c++ program show a balloon tooltip from the system tray?

How to disable those pests on a system level? I don't use Windows very much, but at work, I have a Windows machine that constantly bombs me with useful messages such as "there are unused icons on your desktop" (OH RLY? I don't recall ever clicking any of them) or "can't find a wireless network" (that's why I've plugged a motherfucking network cable into the box), not to mention Java, Windows Update and whatnot constantly telling me that they want to install more crap on the machine.
