/prog/ secrets

Okay guys, how do you get the special /prog/ quotes to work?  You know, the ones where the left quote is different from the right one.

additionally its faster to type ``quote`` then use Shift+' shift+' shift+' shift+' which you need for double quotes "".
The reason its not done,because ` is a Grave accent

,and not a proper quote. However if one does ignore this convention typing quote will be two-to-three time faster.
