Menu bars belong to applications, which may have any number of windows at the same time, so it would be insane to make devs arbitrarily put menus on a window. Multiple menu bars waste screen space, and a top-of-the-screen menu bar is easier to hit. If you're going to have something as retarded as menus in the first place, that's the place to put them.
