Visual C# Express

Anyone know where I could get the Visual C# Express Edition other than from the Microsoft site. Since that install requires windows' BITS to work and mine sadly don't.
I tried looking for a torrent, but all of them seem to be dead.

How can you not have BITS? Don't XP and Server 2003 have it too? I know 2003 does, but I don't have XP around to test it.
