You should read SICP and look at Lisp.  It is canonically known as the AI language for a reason. C/C++ can be useful for working with Neural Networks, however, as they are SLOW AS FUCK and so those OPTILMISITIONS actually do something useful.

For implementing AI in C, you could start by implementing Lisp. That's the traditional direction anyhow. Don't expect to get too far though, Strong AI is a pipe dream.

It depends completely on what you mean by AI. Game AI? Chatbot? Strong AI? You probably mean a chatbot, since this is what most people see when you say "AI". Just check out how others do it. The language doesn't matter that much for this kind of stuff, but C isn't very good (hint: you'll want to use strings A LOT, so you'll hate C).
