The RFC is inconsistent in its terminology, but it's one of the things it usually refers to as ``user''. Nowadays, everyone refers to it as ``ident'' by convention, since that's one of the sources that name can come from.
It's the string called ``emailname'' in >>22, presumably because that's another source that string can be taken from (particularly in mIRC, I believe).
