The way efnet operates is kinda like a portaled onion - you can have people grouped around specific servers (so this could be a server-related thing) or you have people grouped around specific channels (so it could be a channel-related-thing bumped up to a server's MOTD by an administrator of that server). Everything is pretty much separate from everything else except for when they spill over into each other. (IHBT?)
