Running software for website

So say i wanted to turn my site in to one of those video upload sites like youtube or something. or basically anything that would require running a program(to convert videos to flv in this case). what would my webhost need to support in order to do this?

That's a fairly shitty host you've got there. If you've got shell access, consider building your own version of PHP and telling Apache to use it either with a .htaccess file (will require reading documentation). I'd personally dump the host if they didn't give shell access though.

Ultimately, you're really asking the wrong questions. The question should not be ``will I be able to do X with Y and Z'', but rather ``with what software package should I do X''. The former question is answered by the later.

I think what you're going to run into is that many Youtube clone packages use obscure extensions (like ffmpeg-php) which your host isn't going to have and isn't going to want to install. Without running a custom PHP binary, you're going to be shit out of luck.
