you're not really an EXPERT PROGRAMMER until you code a menu bar in HTML 4.01 strict and css (no javascript) that works in both IE and firefox. without using any browser-specific hacks.
oh, i forgot to mention it needs to have submenus and the menus need to appear (over top of the page, not changing the positioning of anything else) when you mouseover the labels.
