University and peer guardian

I'm on campus. My router mysteriously stopped working (doesn't respond and can't even physically reset it to factory defaults). After directly connecting my main computer to the school's network, Peer Guardian says they're checking me anywhere from 2-4 times a second.

What's goin' on?
