Skype Bot

I've just searched google and scoured my buddylists for the past 30 minutes searching for an API that goes along with Skype to automatically call a contact over and over and possibly even play a pre-recorded message when the person answers.  I'm not sure what the bot is CALLED but I know there is one like this.
