statement not valid in namespace?

I think VB.NET is fucking with my head, I typed in this example and others straight from the textbook and dynamic help, yet I keep getting the same error message:

private function Calcbonus(Byval sale1 as integer) as Double

each time I write something after function, it always underlines it and says statement invalid in namespace, Nothing else in my function procedure is wrong, but for some reason it won't let me put something in 'name' even though it's required to identify the specific function procedure.

Let me put it this way, no matter how I put this, simple as it is, it won't accept it.

If VB.NET fucking with me or is there some secret hidden syntax I need to make this statement work?
