mesh file format recommendation needed

I need to know of a file format for 3D meshes which:

1) Has a verbose and un-ambiguous specification that clearly defines how animation, textures (not necessarily actual textures in the file -- references to texture filenames are fine), UV mapping, and other important game-engine-relevant information is stored in the format.

2) Is royalty-free to use and implement, ie doesn't require patented algorithms to parse.

3) Isn't so obscure that no current-generation 3D modeling program can export to said format.

I've been considering the MD2 or MD3 formats (from Quake 2 and Quake 3) as those seem well-supported and well-documented, but I am still uncertain as to whether or not those are royalty-free.
