is there any way to get VB6 to display input from some kind of video capture device, like say a webcam or a TV tuner.

Since VB has no low level access to anything, you would have to interface it with another API and/or go through windows to access it. Look SDK for the device(Which they probibly dont have). But good luck anywhay.

DirectX doesnt do input unless it's for keyboards or mouses and maybe sound. Past that DirectX is mainly for outputing data for games.
