If every student refused to work the government wouldn't be able to do anything about it. Are they going to start executing children for refusing to be enslaved? It would be a rallying point not only for would be revolutionaries but also rivals within the communist party who would instantly see whoever was behind this as a liability and throw them to the angry public to save themselves.

Of course this won't happen, though I'm sure some students have managed to realize what was happening and weasel their way out of work, possibly by transferring to another school, feigning illness or using intimidation and blackmail. These people I have respect for, not pure innocents who wouldn't hurt a fly.
