Judaism forbids "human" sacrifices, but also states that goyim are not "human". For example, Jesus Christ calls goyim "dogs" in comparison to the Children of Israel (Matthew 15:21). So it was allowed to sacrifice goyim in Ancient Temple.

Additionally, dogs in Biblical times were viewed as unclean and filthy animals and the ancient Hebrew did not consider them suitable as sacrificial animals.
To be precise, saying "dogs", Jesus referred to Canaanites (because Canaan gave Israel a good fight), but modern bleating Europeans would pass for a normal cattle, just because they are so submissive.
