New policy for a social problem

Help, can I get some ideas for this

Genocide

This is a silly question. An increase in blacks (or any race) isn't relevant unless it correlates with some other statistic, say poverty. If it does, then just describe poverty. It'll be more accurate, and won't have unnecessary racial overtones.
