The white house made an attempt to make major changes to article 1031 but the did not pass. They did get 2 lines added into article 1032 which say that this bill does not overturn or change any current laws. Obama originally said he would veto the bill because it goes against the fundamental American principal that the military does not patrol ours streets. Its very important that the whitehouse chose those words because it proves that even people that are extremely high in the government and who have law degrees are interpreting the bill this way, not just tinfoil hat people. I think that its debatable how much the 2 added lines are going to change anything though.
