Poverty is in fact created by crony capitalism. Poor people often have enough money to steal as a collective population. All liquor stores understand this. All lottery ticket agents understand this. All tobacco farmers understand this. All convenience stores understand this (which largely sell liquor, lottery tickets and cigarettes).
