It's not just the bill itself that caused the downgrade. It's the whole whole process. The "standoff" and the "11th hour deal". The fiscal conservatives took something routine and turned it into a bargaining chip to make ridiculous demands holding the country's economic well being hostage. And I'm not sure where you got your 1/9th number from or that it even matters since even Republican incumbents that aren't "officially in" the Tea Party still have to answer to Tea Party minded voters.
