The West was at war with the USSR.  The Mujhaddin of Afghanistan (not the Taliban; the Taliban were Arab mercenaries brought in by the Pakistani ISI to take over Afghanistan after the Sovs left, lrn2history) were a useful weapon in that war, and the West stopped arming them and stopped caring about them as soon as that particular war was won.
