Lowering of age of legal responsibility

There is quite a debate going on in my country about how the age at which minors can go to jail should be lowered or not. Now someone can go to prison at 18, and some want to change it to 16 according to this. What are your opinions on this?

No sex until 40.

No retirement until 60.

No death until 80.

No rotting down until 100.
