I've been on world4ch since late 2007 and I can guarantee you the number of stupid racist posts have skyrocketed since the "tsk" and "back to /b/" shit started taking off.
I would argue that in 2007 it was worse than it is today, simply because nobody spoke up against it. Silence can, and will be mistaken for consent, and a board where it noticeably appears that no opposition exists against it, is indistinguishable from a board that is well known for that sort of content. The recently closed /new/ imageboard being a good example.
