I think their political motions and instability were more a response to climate change and barbarian incursions. The Roman empire continued to be succesful even after they had gained fantastic victories in the mediterranean, spreading civilization to western europe and even restoring the empire of Alexander at one point. The idea that they had become decadent is false.
