Could the free market have built the Pyramids?
Could the free market have built the Great Wall of China?

The pyramids were a horrible waste, built with resources stolen from the local population to stoke the egos of tyrants. Giant lemon juicers that did squat to improved the quality of life for the people who were forced to pay for them. Good luck convincing anyone to give you the resources to build such a pointless structure when you don't have the ability to force them  (yay taxation!)

Wile the great wall at least had a justifiable purpose, im not sure if a massive, eggs in one basket fixed fortification was the most efficient way to deal with the problem. Smaller, local fortifications allow for far more redundancy in defence. But those fortifications can also be used against the central government if they annoy there people so much they rise up, and governments do tend to go with what best protects there power over what best protects there people. Another option might be to take all the money you would spend on a huge-ass wall and use it to train more soldiers, a defence you can move around to ware its needed, unlike a wall. If there attacking one section of a wall its not as if all the other sections can move to reinforce it, or give chase if the attacker has punched threw. However, efficiency isn't a top priority when you can just demand more money regardless of what you are delivering (yay taxation! again!)
